In order to carry out the developing strategy of Zhongguancun Science Park in attracting talented people, Zhongguancun International Incubator Center emerged as the times required at the end of the year 2000. During last year's formal operation, the Center aimed at serving the talents who had returned China to set up enterprises after studying abroad. Since the returned talents are extremely zealous in starting enterprises at home, the present Zhongguancun International Incubator Center with a total area of 13,000 m2 is soon to be occupied by over 70 enterprises set up by the "overseas-returned" entrepreneurs.

In the past year, due to the persistent economic downturn in major developed countries, the consecutive fast development of China's economy inevitably attracted the attention of large number of talented people studying abroad. Therefore, there has been a heat tidal wave for the "overseas-returned talents" to start enterprises in China. Particularly after Chinese Spring Festival, there were "overseas-returned talents" coming to the Incubator Center for consultation concerning starting enterprises on every workday. In order to satisfy their wishes of establishing new & high tech enterprises in Zhongguancun district to the greatest extent, the Incubator Center decided to sum up and generalize its own successful mode and experience in starting and incubating enterprises, join hands with land developers in Zhongguancun Science Park, and make full use of their already-developed resources of office buildings, workshops and labs. The Park also output the brand name and management of Zhongguancun International Incubator Center, and establish several "Subsections of Zhongguancun International Incubator Center" in 53 new & high tech developing zones across China so as to fundamentally relieve the pressure of "over-crowd" faced by the Incubator Center, ensuring that every "overseas-returned talent" with intention to start business in Zhongguancun Science Park can achieve what he wishes.

Mr. Qian Zhibing, General Manager of Zhongguancun International Incubator Center said that in order to encourage more "overseas-returned talents" to start new & high tech enterprises in Zhongguancun Science Park, Zhongguancun International Incubator Center specially decided to assist every enterprise started by "overseas-returned talents", under supports from relevant governmental departments, with part of their rents. Besides, all the enterprises set up by "overseas-returned talents" in every subsection of Zhongguancun International Incubator Center would be the service targets, enjoying unitive policies, services and special support from the Incubator Center along with the enterprises within Zhongguancun Science Park.
