On the ¡°Plan for The Experiments in the Reform of the Proposed Approval System in Enterprise Registration on the Zhongguancun Science Park¡±
¡°Plan for the experiments in the reform of the preposed approval system in enterprise registration in the Zhongguancun Science Park¡± has been approved by the municipal government (Beijing Govt.Document No. 40[2000])and will be implemented starting from April 10, 2000.

In line with the spirit of the document on the reform of the administrative examination and approval system issued by the State Council and the requirements of the socialist market economy and in order to further shift functions and adjust the relationship between the government and the market and between the government and enterprises, the following plan is hereby put forward for the experiments in reforming the preposed examination and approval system in enterprise registration:
1. Scope of experiments
The scope covered by the experiments includes the Haidian Science & Technology Park (extendable to the whole Haidian District), the Changping Science & Technology Park and the Fengtai Science & Technology Park within the Zhungguancun Science Park area as well as the Beijing Economic and Technology Development Zone and the Beijing Electronics Town.
2. Targets of applicationThe experiment plan is applicable to all market players registered within the areas covered by the experiments.
3. Main contents of the experiments
(1) The Legislative Office of the Municipal Government, together with the municipal administration for industry and commerce, will take stock of preposed approval items with regard to enterprise registration and will seek comments from departments concerned. On this basis, review and certification shall be carried out on the preposed approval items in enterprise registration. 73 preposed approval items in 12 categories shall be retained and published. The rest will all be post approval items.
(2) For approval items that have to go through many hands, with a long cycle of examination and approval or overlapped approval or approval by multiple departments, thus serious hampering the market access of enterprises, the approval shall be undertaken by one department only, with the cooperation of other departments in order to raise work efficiency.
(3) The preposed approval items for the registration of new enterprises shall be submitted to the municipal government for approval according to the established procedures before being published in the form of regulations.
(4) The 73 approval items that have been retained must be standardized strictly.
(a) Standardize approval items. It is necessary to strictly provide the contents and conditions for approval. Each approval item must clarify and specify in detail the contents, scope and conditions for approval to reduce the free-cutting items by approval personnel. For projects that are strongly technical, the corresponding technical conventions and measures shall be formulated.
(b) Improve methods of approval. It is necessary to reduce the approval links, simplify approval procedures and fix the time limit for approval, and formulate tight approval operational procedures. When a number of sections and office in a department undertake approval, the approval shall be taken by one section or office only. If a project requires the approval by a number of departments by law and administrative decrees, a streamlined approval method shall be adopted. After one department gives the approval and it shall notify the next through the computer network. If approval is refused, it is necessary to state the reasons to parties concerned.
(c) Strengthen supervision over approval. It is necessary to clarify the responsibilities of departments and their personnel and formulate a strict management system and an internal supervision system and strengthen regulation. Major matters shall be subject to collective decision.
(d) Maintain continuity in approval work before and after the reform. In handling the registration of enterprises, administrations for industry and commerce should put a note ¡°it is not allowed to carry out business activities before getting approval for special items¡± on the business licenses for enterprises subject to special item approval and, through routine law-enforcement inspection and annual checkups, urge market players to go through related approval procedures with related departments within three months. At the same time, administrations for industry and commerce shall notify related approval departments of the information about enterprise registration and take the initiative to contact enterprises to strengthen follow-up supervision.
4. The experiments shall start on April 10, 2000.
