Interim Procedures on Certifying High-Tech Industrial Hatching Centers in Beijing Formulated by Beijing Municipal Commission of Science and Technology (on November 28, 1999)

Article 1 These Procedures have been formulated with a view to standardizing management of high-tech industrial hatching centers in Beijing, making a success in certifying such enters, and advancing the development of such centers (high-tech pioneering service centers and science and technology enterprise hatchers), and in accordance with the guideline of the《Policies of Beijing Municipality on Further Promoting the Development of High-Tech Industries.》

Article 2 The Beijing Municipal Commission of Science and Technology shall be in charge of certifying high-tech industrial hatching centers.

Article 3 The units applying for high-tech industrial hatching centers shall meet the following conditions:

(One) That they shall be small science-oriented enterprises in the primary pioneering phase or in the growth phase and/or be operational entities with high-tech projects as their purpose and the qualification for independent legal persons;

(Two) That they have a sound leading body and that those with the college educational standards or higher shall account for more than 70 percent of their managers;

(Three) That the site of a comprehensive high-tech industrial hatching center shall cover an area of more than 5,000 square meters, that the site used by an hatching enterprise shall make up more than two thirds, that the site of a specialized hatching center shall cover an area of more than 500 square meters, and that there shall be a communal zone with a certain area;

(Four) That with complete service facilities and good service functions, they may offer enterprises services in many areas such as commerce, funding, information, consulting, market, training, technological development and exchanges, and international cooperation;

(Five) That they are able to provide fund-raising support and hatching funds for hatching enterprises;

(Six) That a comprehensive center shall have more than 30 enterprises being hatched and that a specialized hatching center shall have more than ten projects being hatched;

(Seven) That their actual operational time exceeds one year and that they operate well;

(Eight) That a comprehensive center with an operational time of more than three years (including three years) shall have more than ten graduate enterprises, with annual graduate enterprises accounting for more than one quarter of the enterprises being hatched; and

(Nine) That they have a perfect managerial system compatible with their purposes, explicit conditions for enterprises to move in and graduation criteria.

Article 4 The hatching enterprises moving into the hatching centers shall meet the following conditions:

(One) That while moving into the hatching centers, they shall be newly established enterprises or the enterprises with the annual revenues from technological development, industrial production and trade hitting less than 500,000 yuan and operating for fewer than two years;

(Two) That they are engaged in developing and turning out high-tech products within the range as specified by the Document No. 456 issued by the Beijing Municipal Commission of Science and Technology in 1998;

(Three) That they take independent development as the mainstay, have a high development capability and high technological standards, and enjoy bright prospects in commercializing their products and industrialization, and a great market potential;

(Four) That one of the executive of an enterprise is a scientist or technician familiar with research into and development of the enterprise's products, and has a certain operational and managerial ability; and

(Five) That they have the explicit enterprise property right, operate on their own, assume responsibility for their own profits and losses, and have a good operational mechanism.

Article 5 The projects entering the high-tech industrial hatching centers shall be high-tech ones.

Article 6 The enterprises graduating from the high-tech industrial hatching centers shall meet the following conditions:

(One) That they have a operational period of more than two years, that they are in good operational condition, that they have a certain production scale and a certain market share for their leading products;

(Two) That their annual revenues from technological development, industrial production and trade top 500,000 yuan and that each has assets worth at least 500,000 yuan; and

(Three) That their executives have a high operational and managerial ability and a high capability to explore the market.

Article 7 Those meeting the certification conditions for the high-tech industrial hatching centers may file an application to the Beijing Municipal Commission of Science and Technology. After being examined, verified and certified, they shall be issued by the Beijing Municipal Commission of Science and Technology the certificate and the plate on the high-tech industrial hatching centers.

Article 8 The certified high-tech industrial hatching centers may enjoy relevant preferential policies formulated by the Beijing Municipal Government.

Article 9 Every year the Beijing Municipal Commission of Science and Technology shall regularly check the high-tech industrial hatching centers. It shall revoke the qualification of the units that have failed to meet the required conditions for two straight year for being a high-tech industrial hatching center in Beijing.

Article 10 The Beijing Municipal Commission of Science and Technology shall be responsible for interpreting these Procedures.

Article 11 These Procedures shall take effect as of the date of promulgation.
