Circular On Purchasing Apartments In Beijing By Specialized Technical and Managerial Professionals Introduced from Other Provinces And Municipalities, And By Returned Students

House Property Administrations and Personnel Bureaus of Various districts and counties, House Property Administrations of Various Development Zones, and Various Relevant Divisions and Offices and Units Attached Directly to Them:

The《Policies of Beijing Municipality on Further Promoting the Development of High-Tech Industries》(Political Document No. 14 issued by the Beijing Municipal People's Government in 1999) printed and issued by the Beijing Municipal People's Government stipulates that "With approval by the personnel department, specialized technical and managerial professionals introduced from other provinces and municipalities required by high-tech enterprises certified by relevant departments of the Beijing Municipal Government and by the projects to industrialize high-tech findings shall be granted work and accommodation certificates, and enjoy the treatment of Beijing citizens" and that "returned students are encouraged to carry research findings to come to Beijing to engage in the development and production of high-tech products." The above returned students, with approval by the personnel department, shall be granted work and accommodation certificates, and enjoy the treatment of Beijing citizens. In accordance with the above-mentioned stipulations, we hereby notify as follows the questions pertaining to the purchase of apartments in Beijing by the above personnel:

One. The above personnel with the《Work and Accommodating Certificate of Beijing Municipality》issued with verification by the Beijing Municipal Bureau of Personnel all may purchase government-built apartments and houses (with the exception of Siheyuan, a compound with houses around a square) in Beijing's administrative districts.

Two. The county, district and municipal departments issuing certificates on trading in real estate shall handle relevant procedures for the above apartment and house purchasers, and collect taxes according to current relevant provisions.

Three. The Beijing Municipal Land Resources and House Property Administration, and the Beijing Municipal Bureau of Personnel shall be responsible for interpreting the questions arising in the course of implementing this circular.
