关于开展2017年度第二次中关村外籍人才申请在华永久居留积分评估申报工作的通知

有关单位:

为深入贯彻落实公安部支持北京创新发展出入境政策措施,加大吸引外籍人才力度,加快推动中关村建成具有全球影响力的科技创新中心,现启动2017年度第二次中关村外籍人才申请在华永久居留积分评估申报工作。有关通知如下:

一、受理对象

2017年度第二次中关村外籍人才申请在华永久居留积分评估申报工作面向中关村创业团队外籍成员和中关村企业选聘的外籍技术人才两类群体。其中,

(一)中关村创业团队外籍成员

对于中关村创业团队的认定须同时具备下列条件:

1.企业在中关村注册;

2.创业领域为战略性新兴产业和现代服务业等中关村大力发展的产业领域;

对于其外籍成员的认定须具备下列条件之一:

1.担任企业总监及以上职务。

2.在所在企业中持股5%及以上。

(二)中关村企业选聘的外籍技术人才

中关村企业即指纳入中关村统计范畴的中关村高新技术企业,对于其选聘的外籍技术人才须具备下列条件之一:

1.担任企业总监及以上职务。

2.担任专项技术攻关研发团队负责人。

二、评估标准

《中关村创业团队外籍成员申请在华永久居留积分评估标准》、《中关村企业选聘的外籍技术人才申请在华永久居留积分评估标准》详见附件3。

三、申报材料

(一)中关村创业团队外籍成员申请在华永久居留积分评估需提供以下材料:

1.用人单位申请。

2.单位承诺书。

3.个人承诺书。

4.内容完整的《2017年中关村创业团队外籍成员申请在华永久居留积分评估申报书》。

5.申请人本人有效护照复印件。

6.企业营业执照副本复印件。

7.体现职务的用人单位正式聘雇合同复印件(持股人员还需提供体现申请人所持股份的工商局备案的章程复印件)。

8.其它证明材料,如

——教育学历方面:最高学历学位证书;

——在华工作年限方面:在华期间纳税证明或外国人就业证(外国专家证)等可证明在华工作年限的材料;

——相关工作经验方面:曾任职工作单位的合同或工作证明(含职位、职称、职务、工作年限等信息),任职单位资质证明材料和依据(如QS榜单内高校任职的需附QS高校排名榜单);

——创业团队拥有创新成果或核心技术方面:知识产权权属证明(获得的专利、奖励证书等)等相关证明材料;

——获得投资方面:投资协议及入账凭证;

——企业营收方面:第三方机构出具的企业营收情况说明(加盖公章);

——投资其它企业方面:投资协议及出资证明。

9.其他必要的证明材料。

注意事项:

1.申报材料1、2、3请到示范区网站www.zgc.gov.cn  “办事指南”中下载。

2.有外文申报材料时,应当经有资质的翻译公司译成中文并加盖单位公章后提交。

(二)中关村企业选聘的外籍技术人才申请在华永久居留积分评估需提供以下材料:

1.用人单位申请。

2.单位承诺书。

3.个人承诺书。

4.内容完整的《2017年中关村企业选聘的外籍技术人才申请在华永久居留积分评估申报书》。

5.体现职务的用人单位正式聘雇合同复印件。

6.申请人本人有效护照复印件。

7.企业营业执照副本复印件。

8.在京纳税证明。

9.中关村高新技术企业证书复印件。

10.其它证明材料,如:

——教育学历方面:最高学历学位证书;

——在华工作年限方面:在华期间纳税证明或外国人就业证(外国专家证)等可证明在华工作年限的材料;

——相关工作经验方面:曾任职工作单位的合同或工作证明(含职位、职称、职务、工作年限等信息),任职单位资质证明材料和依据(如QS榜单内高校任职的需附QS高校排名榜单);

——综合年薪方面:提供单位出具的上一年度的工资+绩效证明;

——技术领先性方面:知识产权权属证明(获得的专利、奖励证书等)、国际认可的专业技术证书等相关证明材料。

11.其他必要的证明材料。

注意事项:

1.申报材料1、2、3请到示范区网站www.zgc.gov.cn  “办事指南”中下载。

2.有外文申报材料时,应当经有资质的翻译公司译成中文并加盖单位公章后提交。

四、装订要求

(一)以企业为主体装订提交申报材料,所有申报材料均须加盖所在单位公章(盖章要求:首页章+骑缝章)。报送材料时无需携带申报材料原件,原件将在尽职调查环节予以审核。

(二)企业装订申报材料时,如同时有中关村创业团队外籍成员和中关村企业选聘的外籍技术人才两类群体时,须分别装订成册。

(三)企业按同类申报群体装订每本申报材料册时,需按申报材料目录、申报需求汇总表、申报书及相关申请材料的顺序装订;不同申报人材料之间需用彩页隔开;封面、封底为110克以上白色亚光纸。

(四)申报材料一式5份以纸质形式报送并将所有申报材料扫描件以压缩文件形式发送至rcdy@zgc.gov.cn,压缩文件以企业名称命名。

Appendix:

Circular on the Second-time Inviting Applications for Permanent Residence in China under the Points System from Foreign Talent in Zhongguancun Science Park 2017

 

To all concerned units:

With a view to implementing the entry-exit policy measures adopted by the Ministry of Public Security in supporting innovative development of Beijing Municipality, further attracting foreign talent, and facilitating the growth of Zhongguancun Science Park (Z-Park) into a world-class center for scientific and technological innovation, we have officially started the second-time inviting applications for permanent residence in China under the points system from foreign talent in Z-Park, 2017. The details are as follows:

I. Eligible Applicants

Two groups of foreign talent are eligible for the permanent residence application under the points system in 2017, including foreign members of new venture teams in Z-Park and technical personnel of foreign nationality employed by Z-Park enterprises.

(I) Foreign Members of New Venture Teams in Z-Park

The new venture team should meet the following criteria:

1. The company founded by the team should be registered in Z-Park;

2. The company should do business in industrial sectors that are strongly promoted by Z-Park, like the strategic emerging industries and the modern service industry;

The foreign member should meet one of the following criteria to be an eligible applicant:

1. The member should be a director or at even higher levels of management in the company;

2. The member should hold at least 5% shares of the company.

(II) Foreign Technical Personnel Employed by Z-Park Enterprises

Z-Park enterprises refer to high-tech companies that are included in the statistics kept by Z-Park, and foreign technical personnel employed by these companies should meet one of the following criteria to be an eligible applicant:

1. The employee should be a director or at even higher levels of management in the company;

2. The employee should be the head of a R&D team tackling specific technological problems.

II. Qualification Standards

For details please see Attachment 3: Qualification Standards for Applications of Permanent Residence in China under the Points System from Foreign Members of New Venture Teams in Z-Park, and Qualification Standards for Applications of Permanent Residence in China under the Points System from Foreign Technical Personnel Employed by Z-Park Enterprises.

III. Application Materials

(I) Foreign members of new venture teams in Z-park should submit the following materials for the application of permanent residence in China under the points system:

1. An application from the employer;

2. A letter of commitment from the employer;

3. A letter of commitment from the applicant;

4. A filled out copy of the Application for Permanent Residence in China under the Points System from Foreign Members of New Venture Teams in Z-Park 2017;

5. A photocopy of the applicant’s valid passport;

6. A photocopy of the company’s business license duplicates;

7. A photocopy of the employment contract indicating the applicant’s position in the company (If the applicant is applying as a company shareholder, a copy of the company’s Articles of Association kept on record by Beijing Administration for Industry and Commerce should be presented indicating the company shares held by the applicant);

8. Other relevant materials, for instance

—Education background: diplomas of the applicant’s highest level of education;

—The number of years working in China: proof of tax payment in China or the foreigner’s employment permit (Foreign Experts Certificate) and other materials that can help prove the number of years of the applicant’s work experience in China;

—Relevant work experience: contracts with former employers or the proof of employment (including the applicant’s position, professional title, job description, the number of years working, and other related information), and proof of former employers’ qualification (e.g. employees of universities listed in the QS World University Rankings are required to present the QS World University Rankings list);

—Innovation products or core technologies owned by the new venture team: proof of IP ownership (patents obtained or certificates of awards and honors) and other materials;

—Investments attracted: investment agreements and proof of the investments having been credited to account;

—Company earnings: a statement issued by a third party (with its official seal affixed to the document), stating the company’s tax payment situation;

—Investments in other companies: investment agreements and proof of capital contribution.

9. Other necessary materials.

Please notice that:

1. The aforementioned materials No.1, No.2 and No.3 are available for download at the Z-Park official website www.zgc.gov.cn (see the “办事指南” section).

2. Application materials written in foreign languages are supposed to be translated by a qualified translation company into Chinese with the official seal affixed to the documents prior to submitting.

(II) Foreign technical personnel employed by Z-Park enterprises should submit the following materials for the application of permanent residence in China under the points system:

1. An application from the employer;

2. A letter of commitment from the employer;

3. A letter of commitment from the applicant;

4. A filled out copy of the Application for Permanent Residence in China under the Points System from Foreign Technical Personnel Employed by Z-Park Enterprises 2017;

5. A photocopy of the employment contract indicating the applicant’s position in the company;

6. A photocopy of the applicant’s valid passport;

7. A photocopy of the company’s business license duplicates;

8. Proof of tax payment in Beijing;

9. A photocopy of the company’s Z-Park High-Tech Enterprise Certificate;

10. Other relevant materials, for instance

—Education background: diplomas of the applicant’s highest level of education;

—The number of years working in China: proof of tax payment in China or the foreigner’s employment permit (Foreign Experts Certificate) and other materials that can help prove the number of years of the applicant’s work experience in China;

—Relevant work experience: contracts with former employers or the proof of employment (including the applicant’s position, professional title, job description, the number of years working, and other related information), and proof of former employers’ qualification (e.g. employees of universities listed in the QS World University Rankings are required to present the QS World University Rankings list);

—Gross yearly salary: a document issued by the employer proving the applicant’s previous year salary plus performance bonus;

—The expertise in technology: proof of IP ownership (patents obtained or certificates of awards and honors), internationally recognized certificates in professional or technical skills, and other related materials;

11. Other necessary materials.

Please notice that:

1. The aforementioned materials No.1, No.2 and No.3 are available for download at the Z-Park official website www.zgc.gov.cn (see the “办事指南” section).

2. Application materials written in foreign languages are supposed to be translated by a qualified translation company into Chinese with the official seal affixed to the documents prior to submitting.

IV. Requirements for Assembling the Documents

(I) All application materials are to be gathered, bound and submitted on a company basis with the company’s seal affixed to the documents(Requirements: a front-page seal + a across-page seal). The original copies of documents are not required to be delivered, but will be verified in the due diligence procedure.

(II) Foreign members of new venture teams in Z-park and foreign technical personnel employed by Z-Park enterprises are two different categories of talent, and companies shall prepare application materials for them in separate document bindings.

(III) For each category of applicants, the company shall arrange the volume of application documents in the right order, i.e. the table of contents, the summary sheet of all applicants, the Application Form, and then relevant application materials. Please use a color page to separate the documents of different applicants. Both the front and back covers should be sheets of 110-gram (or above) white matte cardstock paper.

(IV) Hard copies of application materials are required to be delivered in quintuplicate, while all materials are also to be scanned and sent to rcdy@zgc.gov.cn as a compressed file. Please name the file your company name.
